The biggest dam in the world, explained: tallest, largest by volume, and most powerful

Ask what is the biggest dam in the world and you will get several confident, contradictory answers. That is not sloppiness. A dam can be measured four ways, and each way points at a different structure on a different continent, built for a different reason. Height gives you one winner in Sichuan, bulk gives you another in Pakistan, and generating capacity gives you the famous one on the Yangtze.

What “biggest dam in the world” actually measures

There are four candidate yardsticks:

  • Height, from foundation to crest.
  • Volume of the structure itself, meaning how much material was placed to build it.
  • Reservoir capacity, meaning how much water it holds back.
  • Installed generating capacity, meaning how much electricity it can produce at once.

These do not correlate the way intuition suggests. A very tall dam can be slim, because it is wedged into a narrow gorge where the rock carries most of the load. A dam of modest height can require enormous bulk, because it has to cross a wide valley floor with no walls to help it. So the question of what is the biggest dam in the world is really a question about which of those four numbers you meant.

The tallest dam in the world

By height, the tallest man-made dam is Jinping-I, a concrete arch dam on the Jinping Bend of the Yalong River in Liangshan, Sichuan, completed in 2013 and standing 305 metres. Just behind it is the tallest embankment dam, Nurek in Tajikistan, at 300 metres, built during the Soviet period. The tallest gravity dam is the Grande Dixence in Switzerland, at 285 metres. Below those come a run of Chinese arch dams: Xiaowan on the Lancang at 292 metres, finished in 2010, and Baihetan on the Jinsha at 289 metres.

There is a caveat that ruins the neatness. The tallest dam on Earth by any measure is not engineered at all. The Usoi Dam in Tajikistan, on the Murghab, was formed by a landslide in 1911 and stands 567 metres, nearly twice Jinping-I. It impounds a large lake and nobody designed it.

The largest dam by volume of structure

By sheer quantity of material, the ranking changes completely, and the winner is not especially tall. The largest dam by structure volume is Tarbela in Pakistan, completed in 1976: about 153 million cubic metres of earth and rock fill, only 143 metres high, holding a reservoir of about 13.7 cubic kilometres and carrying 4,888 megawatts of generating capacity.

Second is the Grand Ethiopian Renaissance Dam, completed in 2023, at an estimated 130 million cubic metres, 155 metres high, with a much larger reservoir of about 74 cubic kilometres and 5,150 megawatts at full output. Then Fort Peck in the United States, from 1940, at 96 million cubic metres but only 76.4 metres high. Then the Atatürk Dam in Turkey, 1990, at 84.5 million cubic metres and 166 metres.

Look down that list and the pattern is clear. The largest structures by volume are mostly earth and rock embankments crossing wide valleys, not slender concrete arches in gorges. Reference compilations of the largest dams also warn that structure-volume figures are less available and less reliable than height or reservoir data, and they keep tailings dams in a separate list entirely, which removes some genuinely enormous embankments from contention on a definitional rather than physical basis.

The most powerful, which is what most people mean

When somebody asks the question and expects a single famous answer, the structure they usually have in mind is the Three Gorges Dam: a concrete gravity dam across the Yangtze near Sandouping in Yiling District, Yichang, in Hubei province. It is the world’s largest power station by installed capacity, at 22,500 megawatts, from thirty-two 700-megawatt turbines plus two of 50 megawatts. It was commissioned in stages between 2003 and 2012 and generated 101.6 terawatt-hours in 2018.

Note that it appears in none of the other three rankings above. It is not the tallest, not the bulkiest, and not the holder of the largest reservoir. It is simply the one that produces the most electricity, which is the number that gets reported.

Why the ranking keeps changing, explained

Three things keep this list unstable.

The first is that new large dams are still being completed, and a single project can enter near the top of one ranking while ignoring the others, as the Ethiopian dam did in 2023.

The second is definitional. Whether tailings dams count, whether natural landslide dams count, and whether you measure a dam’s height from the original riverbed or from the lowest foundation, all move entries around. This is why the title has no stable holder even in principle.

The third is measurement quality. Height is easy to agree on. Reservoir volume is harder and depends on the water level you assume. Volume of fill is harder still, is often reported as an estimate, and is rarely re-surveyed after construction.

The practical upshot for a reader is straightforward: when a source names the biggest dam in the world, check which of the four numbers it is ranking before comparing it with anything else. National bodies that keep these records, such as the Japan Commission on Large Dams, publish by category for exactly that reason.
